I think they are the same thing, but you need to show us the context of where you saw both.

this question was asked in an interview to one of my friend, and hence i requested here as even i was not aware of such thing.

and thanks for the link, and i am just thinking this should be the reason for the question

“A cell that can perform both level-shifting and isolation functions is called an enable levelshifter
cell. This type of cell is used where a signal crosses from one power domain to
another, where the two voltage levels are different and the first domain can be powered
down.”
