virtual sequence can start another virtual sequence?

as recommended, we are not using virtual sequencer.

Yes you can have a hierarchy of virtual sequences as you need.
The top one is started by the test class.
Refer to Sequences/Virtual and Sequences/Hierarchy in the cookbook for examples.
