I am writing coverage for my project. So i had a doubt that can we use $rose except assertion??

You are allowed to use $rose outside of an assertion. You just need to have an explicit clocking event and make sure that is the same clocking event used by your covergroup. You can probably use a transition bin instead of using $rose.
