Why sequence starts in test why not in env?

The environment is the framework used for conducting your verification. It consists of agents, scoreboards, etc. and is re-used by all tests.
The test is what generates the configuration and data streams. The data streams are generated by sequences, which is why the test(s) start the required sequences.
