Most of EDA vendor has there own Register generation tool, also there are 3rd Party solution like Agnisys has its own tool.
But I would recommend use tool provide by EDA vendor like Mentor,Synopsys as they are way stable easy and quick then Agnisys as I already used Agnisys and its slow and you need separate license.
