Implicit incdir of source-file-paths for `include file search

Based on a recent tech discussion on a GitHub repo, I was reading this old Mantis:

I see that our ever-helpful @dave_59 has been involved in that Mantis (latest update 2021?) - is this now included in the LRM/drafted for the upcoming?

Quick summary of the request: match SV include search to be similar to gcc (look for included files in source file paths)

This did not make it into the 1800–2023 LRM.

There is no upcoming draft of the 1800 LRM. The IEEE committee is currently dormant, waiting for enough momentum to initiate a new revision (PAR). I wouldn’t expect another revision before 2029.
