Is it possible In functional Coverage options such that out of 16, if any 10 bins got hit, the coverpoint will show 100% coverage.

You can set the coverpoint option.goal=62; (10/16 percent). I suggest reading your tools user manual to make sure you understand how this option affects reporting and coverage calculations.
