If a design has multiple cores, can we design multiple scoreboards for those cores separately and selectively make the scoreboards work? Can we also select which core to work directly from the transcript/ console or should we only do that while instantiating in the TB_top?

Your scoreboard architecture should meet your requirements. If you are using one main scoreboard with an internal hierarchy of scoreboards is your decision and might be influenced by your application. Running only 1 sb-component might not be the right decision.
