Can I connect an UVM_ANALYSIS_PORT and UVM_ANALYSIS_EXPORT between UVM_DRIVER and UVM_SEQUENCER for the purpose of communicating transactions between the two?

No. There is a handshake protocol between a sequencer and driver that precludes the use of any analysis ports.
